
Recall petitions have been launched in Whitehall because voters have reached a point of "no confidence" in our current leadership: Mayor
Michael Bivens and At-Large Councilmembers Amy Harcar and Lori Elmore. We believe it is essential for the community to evaluate the performance and outcomes of these elected officials.

A recall is a serious step and a difficult process to navigate. This effort is driven by concerns over:

Legal Exposure: Actions that have created potential liability for the city.

Fiscal Responsibility: Inadequate stewardship of public funds.

Governance Issues: Redundant government structures and a failure to follow lawful processes.

Standards of Conduct: Falling short of the professional and ethical standards required by their offices.
The need for change is evident in recent communications from the Office of Mayor Bivens, where residents were dismissed as "extremist partisan activists". We view this as a clear attempt to intimidate voters and discourage them from exercising their Charter-protected rights. This rhetoric further demonstrates a lack of the respect and temperament necessary for public office.

We are not extremists; we are a grassroots collection of your neighbors, co-workers, and friends. We are the constituents who have attended meetings, asked unanswered questions, and successfully initiated three referendums and one initiative petition to demand accountability.

Dissent is not disloyalty; it is an act of care for the long-term health of Whitehall. As voters, we demand accountability, and we are using these recall petitions to let the community decide our city’s future. We ask every Whitehall voter to review the actions of these officials over the past two years and form their own judgment.
